Perfectly makes sense to me. So the E4Application needs to be modified to put Locale and TranslationService to the application context? Or what is your suggestion?

An e4 app should not expect to be the only application in an OSGi
runtime. Similar reason to why an e4 app shouldn't expect to be the only
user of the EventAdmin.
