[e4-dev] starting up the 0.13 builds and maven/tycho

I'm looking at getting regular 0.13 builds going, and I'm building on Lars work in Bug 385825 [1] to run it with maven/tycho.

I'm planning to build org.eclipse.e4.tools, org.eclipse.e4.search, and org.eclipse.e4.languages (a small subset). I have each repo building a small p2 repository at the moment, the next step will be to control them all from org.eclipse.e4.releng and generate the proper 0.13 build repo.

If you know maven and/or tycho, please leap in and help get the pom files configured optimally :-)
