[e4-dev] core.tools.feature version still on 0.10.0!

Hi,

Is there a reason we have not updated the feature version of our tools
to 0.11 (in 4.1) and 0.12 (in 4.2).

It looks strange adding an update-site which is linked as 0.12 and then
the feature version is on 0.10.

Can we still upgrade this version or is it too late already?
