[e4-dev] We are moving 4.2 development to master

With an enhancement in PDE to build 3.8 from R3_development, master can now be used for our main 4.2 development (just like all the other repos :-).  master should be ready to do 4.2 work in today.  I'll be deleting R4_development some time Tuesday.

Bug 362470 - 
      [releng] delete branch R4_development

To switch to master for your work:

1) checkout master
2) make sure branch.master.rebase=true property is set

If there are other steps, we'll update them in the bug.
