[e4-dev] Platform UI/e4 ui/e4 tools migration over the next 3 days

Highlights:

- CVS will be frozen tonight at midnight (technically 2011-07-06 00:00 EDT)
- We'll perform the migration over the next 2 days
- See http://wiki.eclipse.org/Platform-releng/Git_Workflows for some Git workflows for CVS users

This won't impact our contributions to this week's I build or M build, but no CVS commits after tonight will be honoured.  I'll be requesting that Denis freeze our CVS modules with permission changes tomorrow.
