which part? :-) Keybindings defined in the model work for an e4 RCP app.  In 4.1, org.eclipse.ui.bindings works.

If you mean the Keys preference page, that's not getting a lot of attention right now ... but you could take a crack at it if you want (it's confined to a model/controller system that it would be possible to adapt to the EMF model). See org.eclipse.ui.internal.keys.model.KeyController
