Oh now I see what you are talking about. Those messages are controlled
by the org.eclipse.e4.ui.workbench.renderers.swt.

You need to create your own translation fragment and put in there a
org.eclipse.e4.ui.internal.workbench.renderers.swt.messages.properties
with the following keys:

menuClose
menuCloseOthers
menuCloseAll

So it looks like it is not a bug :-)
