Currently you can install the e4 tooling offline this way:
- Add 2 local repositories: eclipse-e4-repo-incubation-0.11M2.zip and emf-xsd-Update-2.6.1.zip
- Install the e4 tooling and select “Only local sites”
Then the e4 tooling can be installed offline.

Currently you cannot install the e4 tooling from a clean 4.1 M2 SDK just using the downloaded eclipse-e4-repo-incubation-0.11M2.zip:

Would it make sense to include bundle org.eclipse.emf.edit 2.6.0 (and its dependencies that are not part of the Eclipse 4.0 SDK) in this repo. This would make it much easier (e.g. in tutorials) to install the e4 tooling offline.
