Currently you can install the e4 tooling offline this way: - Add 2 local repositories: eclipse-e4-repo-incubation-0.11M2.zip and emf-xsd-Update-2.6.1.zip - Install the e4 tooling and select “Only local sites” Then the e4 tooling can be installed offline. This would make it much easier (e.g. in tutorials) to install the e4 tooling offline.
