[e4-dev] End-game rules for RC1

PMC members have heard feedback from
the team that the approval/checking requirement for RC1 is too much overhead
given the amount of work we have left to do before the 4.0 release. Based
on this, we have removed the approval/checking requirements for this fix
pass. However please use your discretion on code reviews - if you have
a large fix or a change you are not entirely comfortable with, please don't
hesitate to ask another committer for a review before releasing. We don't
want to add unnecessary overhead to the process for all the little fixes
going on, but we also don't want to destabilize the release by introducing
changes that cause more problems. The updated freeze plan can be found
