[e4-dev] Release candidate for 0.9 - I20090728-1930

We will be validating I20090728-1930 as the 0.9 released.  We need to
make sure that this build has what we expect to release.

There are still 3 fixes that must go in/be verified:

We can spin a re-build tomorrow on request if we need to pick up these fixes.
