I've added the xwt.css plugin and feature (it depends on the ui.css
and xwt features).

Yves, you added some tests for xwt.css ... could you please make the
Junit tests, and then hook them into
org.eclipse.e4.xwt.tests.XwtTestSuite.  That way they'll be run as
part of the weekly build.
