[dtp-pmc] Seeking PMC approval for bug 246270

Hi all...

We are seeking PMC approval for bug
246270 (https://bugs.eclipse.org/bugs/show_bug.cgi?id=246270). 

This is related to bug 241713 (https://bugs.eclipse.org/bugs/show_bug.cgi?id=241713)
which we thought was fixed, but with additional testing has reared its
ugly head again. 

The problem is with events being fired
at startup and possibly at other times when the profiles list is being
loaded from disk. With the fix we did in 241713, the events are still causing
a problem as we don't know whether they're being fired at startup or later.
With no way to tell, we are removing the notification.

IBM (Larry & Loic) has done some
testing and seen no regressions. Karen @ Oracle with the JPA team has also
not had any issues with this patch.

So I strongly suggest that we get this
in for 1.6.1 RC3.
