So to sum up:

* Using the 7/25 build as the 1.6.1
M1 milestone build and asking folks to not deliver code to the 1.6.1 stream.
If it turns out there's a big need to do so, we can branch the 1.6.1 M1
stream and keep developing in HEAD. 

* The 1.6.1 M1 build will then be released
and available as both download zips and on a corresponding update site
on August 7. 

* At that time (unless we branched prior),
we will branch and open up development again for the 1.6.1 M2 milestone
at the end of August.

Dear PMC, 

In order to accommodate for IBM's consumption of the DTP 1.6.1 build, we
would like the PMC to consider making the 1.6.1 M1 milestone (as described
by http://wiki.eclipse.org/DTP_1.6.1_Schedule_and_Rampdown_Policy)
a more stable milestone to be delivered on August 7th with
a 2 week rampdown and a corresponding update site.
  

While we understand that this might impact the DTP 1.6.1 schedule. we fully
thank you for your consideration in helping IBM consume DTP.
