[dtp-pmc] Petition to fix update site tag of DTP user documentation feat

Petition to fix the update site tag in org.eclipse.datatools.doc.user in
DTP 1.6 RC5.
Without the fix, it prevents proper distribution of the DTP components.

I'm also seeing this when running the P2 Generator application. 
I believe this indicates an update site tag in
org.eclipse.datatools.doc.user is incorrect.
