like to ask PMC's approval to check in the following 2 fixes:

DBCS3.4: Encoding value of saved XML/HTML
file is "MS932" incorrectly
Thanks to David's help, we're able to
take advantage of WTP's preference while reduce the dependency to WTP at
the same time. The side effect is we used 2 Eclipse core internal classes.
But this should be the best solution we can have now.
