[dtp-pmc] Min ramp-down for DTP M6

To address <https://bugs.eclipse.org/bugs/show_bug.cgi?id=224828> we've
asked for another build (which will be produced on 4/1, Shanghai time) to
be promoted to Ganymede for DTP 1.6M6.

Between now and the middle of next week (past the +2 and +3 Ganymede
dates), we ask that committers refrain from making M7 changes in DTP CVS,
in case we have to promote another M6 build.
