[dtp-pmc] Petition for inclusion of BZ 192985 for DTP 1.5 RC4

Hi all...

While Linda was doing some testing of
the ODA context-sensitive help, she hit upon another bug with the datatools
help plug-in that was preventing using a mix of old and new context sensitive
help methods in property and wizard pages. 

Linda was nice enough to test the patch
for us and we also tested with our own C-S topics and all seems to be well
again. But we would like to see this get delivered into 1.5 RC4 to prevent
other similar issues.
