[dtp-pmc] Petitioning for inclusion of BZ 191643 with DTP 1.5 RC3

Hi all...

With additional in-house testing, we
found a small usability issue with a Connectivity UI control that we'd
like to get fixed. The patch should not affect anyone except to change
the default behavior of the Delimited String List (used in the Driver management
UI) slightly to avoid confusion. There's an Add button that is enabled
by default, even if there's nothing to add. We're just changing the initial
enabled state to false to avoid any confusion.
