[dtp-pmc] Petition to include patch from BZ187749

PMC,

Brian Vosburgh has offered a small patch to the MySQL catalog loader to
address BZ187749 (MySQL: multiple foreign keys between the same two tables
are mishandled).

I ask for a vote to include this patch in DTP 1.5, most likely RC1 or RC2.
