[dtp-pmc] BZ154947 (Tolerance specifications for DTP plug-ins)

Has recently been opened for DTP. We'd like to fix this for the 0.9.1
release, and fortunately the remedy is relatively simple. I'd like to
propose the following plan:

1. No change made for tomorrow's RC0 build, and we branch the code as
planned
2. Next week before Friday's RC1 build, each project lead either (a) makes
the required changes in their projects, or (b) coordinates with other
committers to have the changes made
3. We build RC1 next Friday as planned, and then test thoroughly to ensure
that the changes did not introduce any bugs

The gives us a couple weeks before 0.9.1 is due to react to any downstream
impact of these changes. The only down-side of this approach is that the
changes will need to be made in each branch (0.9.1 and HEAD), but I don't
see that as overriding factor, given the nature of the changes being
discussed.

Any comments appreciated, but can each project lead look at this bug and
say whether they can commit to the above plan or not?
