[dtp-pmc] Final candidate for DTP 0.7 available for download

The final DTP 0.7 candidate is now available on the download site (RC
.9999). I have tested it in comparison to the previous candidate (RC1) and
found it to function the same. If no one reports a show-stopper with this
build by the end of today, we'll promote it to DTP 0.7.
