[dtp-pmc] Subproject leads for DTP

I am pleased to announce that the DTP PMC has nominated the following
individuals as subproject leads in DTP, and the EMO has approved these
nominations:

Model Base: Der Ping Chou (IBM)
Connectivity: Rob Cernich (Sybase)
SQL Development Tools: joint leadership with Hung Hsi (Sybase), Sheila
Sholars (IBM) and Gary Xue (Actuate)

The PMC looks forward to working with these project leads!
