BIRT try to use latest DTP 1.13 repository
with 4.6 release, where is the p2 repository for DTP?
 
Old DTP versions are at http://download.eclipse.org/datatools/updates/1.12,
DTP 1.12 is at http://download.eclipse.org/datatools/updates/1.12,
 
but 1.13 is not available at http://www.download.eclipse.org/datatools/updates/1.13
