[dtp-dev] Commit rights for Lin Song have been expired

Brian Fitzpatrick has expired the commit rights for Lin Song (lsong).  The
reason for this change is:

Though we appreciate all of Lin's help with Enablement, we are going to
disable Lin's committer status as Lin hasn't contributed for a long while.
If at any point we need to reinstate you Lin, please drop a note to the
dtp-pmc mailing list.
