[dtp-dev] Commit rights for Wolfgang Auer have been expired

Brian Fitzpatrick has expired the commit rights for Wolfgang Auer (wauer). 
The reason for this change is:

Though we appreciate all of Wolfgang's help several years ago with
Enablement, we are going to disable his committer status as he hasn't
contributed for a long while. If at any point we need to reinstate you
Wolfgang, please drop a note to the dtp-pmc mailing list.
