[dtp-dev] Commit rights for Hui Cao have been expired

Brian Payton has expired the commit rights for Hui Cao (hcao).  The reason
for this change is:

We are removing Hui Cao from the project committer list due to inactivity. 
If Hui (or anyone else from Sybase) would like to re-engage with the DTP
project, please let us know!
