[dtp-dev] DTP 1.6M5 candidate build and sign-off date

Following the DTP Ganymede Milestone Sign-off policy* we decided in today's
team meeting that a 1.6M5 candidate will be built on 2/6 (W) and the
sign-off will be by the end of 2/8 (F). This will enable us to meet the
2/11 (M) deadline for +1 Ganymede projects.
