[dtp-connect-dev] Commit rights for Enrico Schenk have been expired

Brian Fitzpatrick has expired the commit rights for Enrico Schenk
(eschenk).  The reason for this change is:

Though we had high hopes that Enrico would be able to help us out on DTP
beyond Enablement, that hasn't been the case. Should we need to add him
back as an active committer in the future, we'd love to have him come back
and help out.
