[dtp-connect-dev] Commit rights for John Graham have been expired

Brian Fitzpatrick has expired the commit rights for John Graham (jgraham). 
The reason for this change is:

Though John still continues to be active in the DTP community, he has asked
to be decommitterized in some cases. We appreciate all that John has done
for DTP and hope he will continue to be a force in the community for a long
time to come.

To honor John Graham's contributions to the project, Brian Fitzpatrick has
nominated John Graham for Committer Emeritus status.
