We think that RemoteCommandShell, which is currently internal, should be
API
such that extenders can officially derive from it when creating their own
shell
subsystem.
Note that ServiceCommandShell, which derives from RemoteCommandShell,
already is API.

Please add notes / discuss on
https://bugs.eclipse.org/bugs/show_bug.cgi?id=172323

The change should be made when their is sufficient consensus.
