[dsdp-tm-dev] Build Notes for RSE 1.0RC1

Hi Dave,

when you are releaseing RSE 1.0RC1 tomorrow,
dont forget to update the build notes at
  org.eclipse.rse.build/template/buildNotes.php

Currently, they still say that remotecdt is not downloadable (which is 
not true
any more) and that FTP over Jakarta Commons is not available (which will
hopefully not be true any more either).

I'd also recommend updating the bugzilla queries with the new dates and 
milestones.
