[dsdp-tcf-dev] TCF Project Proposal

Hey gang,

As Martin O mentioned earlier, there is a break up of the old DSDP
happening and the pieces are finding new homes.

While this is happening, I think it's time to promote TCF to full
project status from it's current home in Target Management. We're
seeing a lot of interest in TCF from various embedded tooling vendors
and I anticipate it growing rapidly over the next few months. Since
there is little overlap in the technologies behind TCF and TM, it
makes sense to break it out.

The proposal is to bring TCF as a subproject of CDT. There is a huge
overlap in communities there so it would be good to keep it close to
the fold, but not too close to lose it's identity as a generic target
communication facility. Being a subproject doesn't mean too much other
than, as lead of both, I get to report to myself. Beyond that, it'll
look like any other project at Eclipse, but we'll manage it close to
CDT as far as deliverables, i.e builds, go.

I will be putting together a list of initial committers which will
comprise of the existing committers to the existing TCF code base,
plus myself as the TCF project lead. I would also like to put together
a list of interested parties who will hopefully become committers in
the future. Please let me know if you'd like to be on this list.

I'll publish the new project proposal once I get it together. And
we'll have some good discussions on TCF at the CDT summit coming up in
September, which you all are invited to as well.
