There should be no explicit plugin activation just because the TCF plugin is
activated. Any service provider should be instanciated and activated fully
lazy, means only if the service is really used by someone. Any explicit plugin
activation as this extension point is doing is very problematic and is
violating the Eclipse lazy load paradigm.
