[dsdp-pmc] CEF, Chromium, Webkit CQ's

Hello Todd, Wayne -
Could you please update the DSDP PMC on the status of the three
open CQ's for Blinki.
According to

Which I also copied below, a PMC vote was started on Oct 29
to request marking these three components as an "exempt
pre-req" for Webkit4swt. This vote was never completed
(or not even really started).
But on the other hand, according to

It was decided on Oct 20 that the webkit4swt component would
Not be hosted on Eclipse.org since it contained LGPL components
That were not separateable from the EPL code.
Why should the PMC approve exempt pre-reqs for webkit4swt,
When webkit4swt itself is not hosted on Eclipse.org ?
What other background information can you give that would
justify declaring the 3 CQ's as an exempt pre-req? Would
these typically come pre-installed on a mobile phone or
Android Platform?

PMC - as you know, we need to approve 3rd party dependencies. To refresh
your memory, the document explaining the different types of dependencies
is here:

The Blinki project is requesting all three dependencies be approved as
"Exempt pre-reqs". Exempt = software is pervasive in nature (e.g. JRE,
GDB). Pre-req = software is required for the Blinki project to work.

I entered 3 new CQs to cover the required pre-reqs for webkit4SWT which
are:
Chromium, Chromium Embedded Framework, and WebKit
They're CQs are numbered: 3584, 3585, 3586
