[dsdp-pmc] Please approve RSE Telnet Contribution

Dear PMC,

the DSDP TM project got an EPL contribution for a Telnet protocol
shell subsystem for RSE. I'm approving this as project lead on behalf
of the PMC, but wanted to let all of you know so you can veto it if you
want.
