[dsdp-mtj-dev] Copyright notices in files

I have noticed that as files are modified, the copyright notices are not being changed to the current year. We need to make sure that we keep that data up to date. Whenever you modify a file, you should make sure that the copyright has the current year. Also, all new files should have the proper copyright notices. There were files checked in today that do not have copyright notices.
