What IBM tools are you trying to do
without?
You can use standard Eclipse tools to
develop an eRCP app. 
Deployment can be done in several ways.
        a)
Include your apps in the eRCP runtime zip. User unzips runtime zip on device.
        b)
Put eRCP runtime on the device. Then use Application Manager to install
applications from a local/remote update site.

We have a windows mobile(O2 XDA). We want
to deploy eRCP workbench application to it without IBM tools. We want all
open source tools in our project.
 
Will you please let us know the procedure
as soon as possible.
