[Dltk-dev] DLTK 5.3 and 5.3.1 released

Hi,

I merged the freeze issue [1] into master. The repositories are tagged with R5_3_1.

All features/plugins are now switched in master to version 5.4.0-SNAPSHOT.

Today we are releasing two versions of DLTK:

  - 5.3 - included in Mars.1 simultaneous release. [2]

  - 5.3.1 - with the freeze issue fixed. [3]

Version 5.3.1 is not part of the Mars.1 simultaneous release. It is not available on the aggregated Mars update site and is not part of the EPP packages. It can be installed only via its dedicated update site [4]. 

I switched the "latest" composite p2 repository [5] to version 5.3.1 and the "latest-nightly" composite p2 repository [6] to version 5.4.

I also created placeholders in PMI for the new two releases:

  - 5.4 for Mars.2

  - 5.5 for Neon
