You are right that at the moment there is no UI to fine tune content assistance in DLTK.
This message is taken from JDT, where there are several different completion proposal kinds. 
The message is phrased in assumption that proposal computers kinds could be provided by external parties, and if some proposal computer takes significant amount of time, then it's incorrectly implemented and should be disabled.

I am not sure if this assumption applies to your scripting languages (and probably to other scripting languages too), because "disable" is not what users really want.

Definitely, this part of DLTK needs some improvements, so your patches are welcome.

It seems like the DLTK implementation of this page
(CodeAssistConfigurationBlock) has nothing about templates in it. How
can one "disable [...] the 'Template Proposals' category on the
content assist preference page"?
