At the moment unit tests are available only in CVS - there are several plugins under
- org.eclipse.dltk/core/tests/ 
- org.eclipse.dltk/ruby/tests/
- org.eclipse.dltk/tcl/tests/
etc.

As far as I can see there's no way to download DLTK unit tests at download page.
