[Dltk-dev] toPortableString in InterpreterConfig

Hi, guys,

The fact that InterpreterConfig.renderCommandLine is using  
toPortableString instead of toOSString has caused major troubles with  
one of the interpreters we're running on Windows platform.

Is there any specific reason that toPortableString has been chosen  
(possibly cygwin interpreters compatibility?), or are we free to fix  
it and commit the changes?
