[dash-dev] Committer Election for Stephanie Swart on Dash has started

A committer election for Stephanie Swart on project Dash (technology.dash)
was started by Wayne Beaton with this criteria:

Stephanie will be helping with updates to the handbook. But, before we let
her actually commit anything, I'll make her do some contributions using the
regular process.

In the meantime, however, I need to test this new committer
election/paperwork process against the live system and nominating Stephanie
to the project seems like a really obvious way to do that.

In this spirit, I would greatly appreciate your positive vote.
