[dali-dev] Commit rights for Dirk Le Roux have been expired

Neil Hauge has expired the commit rights for Dirk Le Roux (dleroux).  The
reason for this change is:

Dirk has taken on other responsibilities and as a result has been inactive
on the Dali project for a long while now.  In an effort to keep the commit
rights up-to-date I am removing Dirk's commit rights from the Dali project.

Thank you Dirk for your past contributions to the Dali project.
