[dali-dev] Properties files in build

Tran (and others),

In regards to using the properties file folder in our build:

in org.eclipse.jst.j2ee.ui, they seem to adjust the build for the 
property_files folder by adding it as a primary source folder for the 
project and also in the build.properties file (not as a src.includes).
