The staging repository content of https://download.eclipse.org/staging/2023-12/ has been promoted to the following repository for 2023-12 RC1: https://download.eclipse.org/releases/2023-12/202311241000/ This is ready for consumption by EPP.It will become visible in the composite as scheduled Friday, November 24, 2023:

Some of this is semi-unavoidable with different major versions, e.g., jakarta.annotation-api 1.x and 2.x with support for javax.annotation versus jakarta.annotation. Some are unfortunate but understandable, e.g., JGit's use of Jetty 10x versus Jetty 12.x. But many are highly avoidable. The fact that so many of you folks have updated your contributions is super great! Thanks!! Unfortunately it also helps to highlight those who have done nothing for far too long. A single project is responsible for 36 of those duplicates.
FYI, I've been continuing to prototype generating a "management" report that gives me an overview of each project's liveliness in terms of git commits and p2 content:
