Yes it was accident deleted. There is an outstanding request to restore the folder(s):

It's very clear that investment is needed in better
infrastructure for maintain the integrity of the update sites.
Dear all,
it seems that GEF classic has (accidentally?) removed all previous releases, except for the latest from
https://download.eclipse.org/tools/gef/classic/releases/
This breaks the build of Papyrus and maybe others. Papyrus references release 3.17 in its target platform. As the latest release points to a milestone, we are reluctant to change to this version.
Could someone please clarify, if previous releases will be restored?
