[cross-project-issues-dev] Apache Maven 3.9.0 is available on all Jenkin

Hi,

Maven 3.9.0 has been deployed to all Jenkins instances a few days ago, 
but I forgot to send out the notification. So here it is.

Note that apache-maven-latest has also been switched to 3.9.0,
since no regressions have been reported in the last 4 weeks.
