Re: [cross-project-issues-dev] The "new user -> ECA -> signed-off by" workflow is broken

The Architecture Council discussed this at the most recent meeting - see notes https://wiki.eclipse.org/Architecture_Council/Meetings/Meeting_Notes - below I quote the relevant part:

  • 'Signed Off By' requirements (from cross platform list topic, https://bugs.eclipse.org/558653)
    • Work started at the Board to revitalize discussion. There is sufficient evidence out there that it should be possible to remove the requirement.
    • No ETA yet. Discussion requires convincing lawyers.
    • Architecture Council unanimously agrees that this needs to go


Some replies to recent emails on cross-project-issues:

Basically, it means that the technology is there to always require it and to switch it off for committers.

Yes - that is what the ECA checker does. I assume once the board approves the change it will be a trivial change for the webmaster team to make to remove the signed-off-by check.

IIUC the websites (like simrel) are in a middle state where non-committers have write access to the repo, but as those people with write access aren't "committers" according to the EDP, the signed-off-by is needed. 

Complicating that further (again IIUC) until the new ECA checker (https://github.com/EclipseFdn/git-eca-rest-api) was written, commits to the websites and simrel repos did not check for committer state, but rather write permission state to determine if Signed-off-by was needed.

I hope that the Board & relevant legal team(s) are able to move this forward.

Al we need is the final last option to switch it off for people that have signed the contributor agreement.

Thanks Jesse. I also added the other two items in the thread to the list.

For visibility, the bug (with further details) around "Signed-off by" is:

This requires change in IP policy. Nothing the AC can decide but we can capture our wish in our meeting notes.

For the others I am collecting ideas (preferably bug numbers that should be prioritized) that we can give to Denis & team.
