    Isn't this more a question of what the "latest" concept is
    concretely applied to?
    
    In Oomph we apply it separately to the different build qualities.
    Each of these folders contains just a composite repo, and they're
    all automatically created:

    With this flexible approach each consumer can decide what she wants
    to consume.
    Your "next" concept is IMO just a "latest" of any non-released
    quality.
