Looking at egit.aggrcon, I would guess that it is caused by this:
<repositories location="http://download.eclipse.org/egit/github/staging/v5.3.0.201903061415-rc1"; description="EGit GitHub Updates" mirrorArtifacts="false">
The mirrorArtifacts="false" will cause the EGit GitHub artifacts not to be included in the repo, instead triggering the composite. And I guess the local file: url mapping of the aggregator then causes the broken child url.
